1. Only a technician can make one on the battle field.
2. The technician is required to have at least a 20 in engineering minimum.
3. To make a weapon, ALL parts of the weapon must be gathered.
4. These are temporary weapons. If they get destroyed, all parts used to make them are gone, and can not be reused.
